I wonder if she / he could be an actor rehearsing what might be an audition or screen test that required her to improv or carry a one-sided phone conversation and she was practicing, perhaps, on her way to an audition. She / he could be in costume rehearsing a phone conversation using, for example, a hair or shoe brush, candy/cigar tin, or some other object as if it were a phone receiver.
I remember as a child when my father was participating in community theater, he would rehearse his lines everywhere he’d go, if not out loud, silently to himself. His lips would move; his expressions would vary. To the onlooker, he would have probably looked like a crazy person depending upon what passage and/or emotion he would be practicing.
There is one explanation more reasonable than this individual being a time traveler.

Very interesting, George. Two other things struck me as I watched it. First, the Old Woman was keeping pace with the man ahead of her, and had almost the same build, gate and facial features. If that man were aged by 70 years I wonder what he’d look like? Though I doubt at 100 he’d still have seen iPhones. Maybe a relative?
Now the second thing I’m not so sure about – it’s the way the device is being held by the old woman. The spacing of the fingers suggests a much more bulky device than a cellphone. Maybe an older one, maybe even a hand-held device from a radio-transmitter, with the rest of it hidden under the bulky clothing. And what that suggests, is a time-traveller from our past – which is even more intriguing.
